Job Description

The Process Safety Engineer reports administratively to the SSHE&R Manager and functionally to the Operations Manager. This position requires direct interaction with other departmental managers, staff positions, safety functional resources to exchange information and ideas directly related to the success of the Sabine Pass plant.

The Process Safety Engineer is a DOT covered position (PHMSA).

Essential Duties / Functions

1. Maintain compliance with the following Safety and Environmental regulations in accordance with federal, state, and local laws as well as corporate policies:

  • Process Safety Management of Highly Hazardous Chemicals regulation 29 CFR 1910.119 (OSHA).
  • Chemical Accident Prevention regulation 40 CFR 68 (EPA).

2. Responsible for assisting in production and process enhancements of the utility areas of the Sabine Pass plant as necessary.
3. Responsible for the training of Operations personnel and other staff in technical issues as it relates to process safety.
4. Responsible for the historization of the plant process data, utilization calculations, and interpretation of process conditions.
5. Maintain the Process Safety and Risk Management programs while simultaneously working with the Production, Process, Environmental, and Technical Services departments to develop effective compliance systems.
6. Site administrator for the Injury Reporting System.
7. Support full compliance of all Safety related regulatory requirements including:

  • OSHA
  • PSM
  • RMP
  • Company Policies

8. Ensure timely response of technical review is completed for incident investigations, existing processes, and Management of Change for process related functions.
9. Lead all PHA and LOPA for the site.
10. Schedule compliance with all PHAs.
11. Responsible for completing PHA reports and training of affected employees.
12. Responsible for follow-up on PHA recommendations, considerations and defining scope of required IPL
13. Responsible to manage PHA gap closure projects
14. Develop skills required to support the Sabine Pass Plant through professional development of technical skills, interpersonal relationship skills, management skills, and community relations.
15. Ensure specific goals are developed that corresponds with plant objectives and initiatives.
16. Must have sound knowledge of technical aspects of the Sabine Pass Plant, and of the business situation as related to the operation of the process.
17. Communicate on multiple levels of organization and manage multiple tasks required by the plant.
18. Participate in training and audits.
19. Maintain compliance with the following Health and Safety regulations:

  • Process Safety Management of Highly Hazardous Chemicals regulation 29 CFR 1910.119 (OSHA
  • Hazardous Waste Operations and Emergency Response regulation 29 CFR 1910.120 (OSHA)
  • Chemical Accident Prevention regulation 40 CFR 68 (EPA).

20. Maintain and execute Process Safety and Risk Management programs:
Health and Safety Training.

  • Administration of Health and Safety Procedures
  • Administration of Enterprise and Accident investigation

21. Implement and administer plant programs related to compliance with:

  • OSHA
  • EPA
  • DOT

22. Optimize process conditions and generate improvement processes to influence profitability of plant-based cost cutting opportunities.
23. Consistently evaluate process efficiencies and conditions to ensure optimal performance. If greater production rates are required, this position will evaluate and implement any opportunities that can be implemented at the plant.

Qualifications:

Minimum Requirements

  • Bachelors degree in Engineering, Occupational Safety and health or a minimum 3 years related experience.
  • Minimum of seven years experience in chemical manufacturing
  • Working knowledge of the following federal health and safety regulations.
  • OSHA 29 CFR 1910.119 Process Safety Management of Highly Hazardous Chemicals; EPA 40 CFR 68 Chemical Accident Prevention
  • Previous supervisory or management experience is desirable but not mandatory.
  • Ability and skill to understand and troubleshoot chemical processing to achieve production goals.
  • Communication and presentation skills are necessary to convey interpretation of process data and recommendations for improvement.
